About NuBLAC
NuBLAC Inc., (Nu Beginnings Labor Action Committee) was founded in Southern California in
1984 by community/political activist Joyce Black. The organization restructured/ incorporated
as a non profit and gained a 501 (c) 3 status in 1986.
The organization has taken several directions since it's inception in an effort to meet the needs of a particular community. Each time there were additional services offered.
Activist Black having worked within many aspects of the inner city communities of Los Angeles
became extremely alarmed at the number of deaths occurring daily as a result of the escalating
turf wars related to drug trafficking and gang violence during the mid 80's.
Joyce worked closely with Los Angeles Police Department senior officers such as former (late)
Commander James "Jim" Tatreau and other PD members of his family.
The first objective of the organized group was to find a way to reduce the level of violence and
minimize the number of deaths occurring daily...
As such the plan of eliminating gang communication (graffiti) was born and implemented.
Gangs often communicate primarily through their written messages.
Ms. Black believed that by eliminating the "death threat" messages the flow of information
would slow, thus causing fewer deaths to occur.
Additionally, it was also her belief that placing women of various races; ethnic groups and ages
on the streets to clean graffiti would also minimize the level of violence...
Her theory was correct.
Over a period of more than one and half years (each weekend) the multi-faceted group cleaned
many miles of gang related communication from community walls and freeway access tunnels of the
inner-city to downtown Los Angeles and various freeways.
In late 1989, Ms. Black received a telephone call from then Los Angeles PD Lt. Tatreau asking
her to cease all graffiti cleaning activities due to the escalating gun violence, fearing someone
among her group could become a casualty or victim of gun violence.
Mrs. Black honored this request, however it did not slow her community activities.
Joyce was simultaneously involved in providing scholarship funds for several inner city students to
attend elite West Side private schools through the Happy Hairston Youth Foundation located in the
Beverly Hills area, a non-profit educational foundation which she financially supported for
more than two decades.
Many years later she became the interim president/executive director during the long terminal
illness and later demise of the programs founder Harold "Happy" Hairston, a former
"Los Angeles Lakers" basketball legend.
Ms Blacks' community endeavors and financial contributions are extensive and unusual yet noteworthy.
One of her most rewarding efforts was in 1992 when a group of performers were left stranded in California
unable to get to Washington D.C. Ms Black put forth exhaustive efforts to get
the group Washinton D.C. in time to perform at the Inaugural of President William Jefferson Clinton
and Vice President Al Gore.
Fast forwarding to 2005, NuBlac Inc headed by Joyce Black's efforts was engaged in assisting
victims of Hurricane KATRINA, RITA and is now focusing on those left in peril by hurricane "IKE".
The concentrated efforts of providing food, clothing and shelter came from her personal resources
as well as those provided by local churches.
To date, NuBlac Inc's founder and members are continously at work assisting those within
their communities being challenged with major problems while having limited or no resources to
resolve them. NuBLAC 's philosophy is with community involvement and effort, NuBeginnings are
a possibility and will become a reality.
